หลักการพัฒนาหลักสูตร
จากความคิดเห็นของนักการศึกษาในเรื่องของความหมายของการพัฒนาหลักสูตรที่กล่าวมาจะเห็นได้ว่าการพัฒนาหลักสูตรเป็นกระบวนการที่มีขั้นตอนๆ
อย่างเป็นระบบระเบียบและเพื่อให้งานการพัฒนาหลักสูตรดำเนินไปสู่จุดมุ่งหมายของการพัฒนาอย่างแท้จริงเราจึงต้องคำนึงถึงหลักในการพัฒนาหลักสูตร
1.
การพัฒนาหลักสูตรจำเป็นต้องมีผู้นำที่เชี่ยวชาญและมีความสามารถในงานพัฒนาหลักสูตรเป็นอย่างดี
2. การพัฒนาหลักสูตรจำเป็นต้องได้รับความร่วมมือและการประสานงานอย่างดีจากบุคคลที่เกี่ยวข้องทุกฝ่ายทุกระดับ
3. การพัฒนาหลักสูตรจำเป็นต้องมีการดำเนินการเป็นระบบระเบียบแบบแผนต่อเนื่องกันไป เริ่มตั้งแต่การวางจุดมุ่งหมายในการพัฒนาหลักสูตรนั้นจนถึงการประเมินผลการพัฒนาหลักสูตรในการดำเนินงานจะต้องคำนึงถึงจุดเริ่มต้นในการเปลี่ยนแปลงว่า การพัฒนาหลักสูตรที่จุดใด จะเป็นการพัฒนาส่วนย่อยหรือการพัฒนาทั้งระบบ และจุดดำเนินการอย่างไรในขั้นต่อไป สิ่งเหล่านั้นเป็นสิ่งที่ผู้มีหน้าที่ในการพัฒนาหลักสูตรไม่ว่าจะเป็นผู้เชี่ยวชาญทางด้านการจัดหลักสูตร ครูผู้สอน หรือนักวิชาการทางด้านการศึกษาและบุคคลต่างๆ ที่เกี่ยวข้องจะต้องร่วมมือกันพิจารณาอย่างรอบคอบ และดำเนินการอย่างมีระเบียบระบบแบบแผนทีละขั้นตอน
4. การพัฒนาหลักสูตรจะต้องรวมถึงผลงานต่างๆ ทางด้านหลักสูตรที่ได้สร้างขึ้นมาใหม่อย่างมีประสิทธิภาพ ไม่ว่าจะเป็นเอกสารหลักสูตร เนื้อหาวิชา การทำการทดสอบหลักสูตรการนำหลักสูตรไปใช้ หรือการจัดการเรียนการสอน
5. การพัฒนาหลักสูตรที่มีประสิทธิภาพจะต้องมีการฝึกฝนอบรมครูประจำการให้มีความเข้าใจในหลักสูตรใหม่ ความคิดใหม่ แนวทางการจัดการเรียนการสอนตามหลักสูตรใหม่
6. การพัฒนาหลักสูตรจะต้องคำนึงถึงประโยชน์ในด้านการพัฒนาจิตใจ และทัศนคติของผู้เรียนด้วย
2. การพัฒนาหลักสูตรจำเป็นต้องได้รับความร่วมมือและการประสานงานอย่างดีจากบุคคลที่เกี่ยวข้องทุกฝ่ายทุกระดับ
3. การพัฒนาหลักสูตรจำเป็นต้องมีการดำเนินการเป็นระบบระเบียบแบบแผนต่อเนื่องกันไป เริ่มตั้งแต่การวางจุดมุ่งหมายในการพัฒนาหลักสูตรนั้นจนถึงการประเมินผลการพัฒนาหลักสูตรในการดำเนินงานจะต้องคำนึงถึงจุดเริ่มต้นในการเปลี่ยนแปลงว่า การพัฒนาหลักสูตรที่จุดใด จะเป็นการพัฒนาส่วนย่อยหรือการพัฒนาทั้งระบบ และจุดดำเนินการอย่างไรในขั้นต่อไป สิ่งเหล่านั้นเป็นสิ่งที่ผู้มีหน้าที่ในการพัฒนาหลักสูตรไม่ว่าจะเป็นผู้เชี่ยวชาญทางด้านการจัดหลักสูตร ครูผู้สอน หรือนักวิชาการทางด้านการศึกษาและบุคคลต่างๆ ที่เกี่ยวข้องจะต้องร่วมมือกันพิจารณาอย่างรอบคอบ และดำเนินการอย่างมีระเบียบระบบแบบแผนทีละขั้นตอน
